MTA-STS (RFC 8461) is how a domain tells sending servers that mail to it must go over TLS to a named MX host, and TLS-RPT (RFC 8460) is where those servers send the reports when it does not. This reads both, live: the _mta-sts.<domain> TXT record, the policy file at https://mta-sts.<domain>/.well-known/mta-sts.txt, and the _smtp._tls.<domain> TXT record.
